The only real way to know is to get a cheap LUX meter for about $20.
First week only need about 10k LUX.
If you need extra heat to get temps up to 79-81⁰ then just raise lights to get 10k at the seedling, if its already good temp then lower light and dim to 10k.
At 2+ weeks bump LUX up to about 35k.
Myself I prefer to run my lights dimmed to the proper LUX I need for current plant stage because a dimmed LED runs cooler, and more efficient.
I rarely run my lights at full blast which would be 650w between the two of them.
I can run my lights as close as 5" to the bud tops
