Outdoors grow, 3 weeks.

This is my first attempt in growing cannabis, can't grow the seeds indoors due to electricity problems we don't see much of it where I live, I germinated the seeds using the paper towel method and planted them in a regular soil used for any other plant here, the plants are 3 weeks old now, I have no idea if it's normal for them to grow at this slow rate since they're growing outside, please let me know what you think

What strain are you growing? Are the two strains different ?
All strains grow differently and in order to grow outside they normally need to be started a lot earlier unless you live in certain climates.
