Pre flowers or new growth?! Beginner

Hi I am new to growing this is my first plant i am wondering if that is pre flowers coming early out of the nodes or new growth?? I am talking about the 2nd

Now that isn't pre flowers it's just new growth also that plant looks massively under fed and is stretching for light!

How can you tell? And thanks also it is outdoors in pot and gets plenty of sunlight I think lack of feed is because I was giving it the wrong ph water and wasn't able to absorb the nutrients. Should I give it a dose of nutes? This plant is around 2 - 3 weeks old from seed. It has been topped recently also new growth is starting to form 2 days later and the whole plant isn't seen in the pic just the top

I can tell because pre flowers are little white kind of fury hairs also the plant doesn't look mature enough yet for pre flowers, if your pH was off then you are probably right about it not being able to absorb nutrients properly. If you have corrected that see how it goes for a while before adding more nutrients.
