Root aphid bioinsecticide advice!? Going insane over here.

I have been battling root aphids for over a month now and I'm loosing my mind. Everything I have tried works temporarily but they continue to come back. I now want to try a long term bioinsecticide "met 52". My question is what is the difference between the inocular(you add to soil) and the liquid "ES" version. The inocular is sold out everywhere but the liquid is available online. Does that indicate the better of the two? Or only add the liquid to plants in there pots already.

Called the company,they said it's the same ingredients just liquid as opposed to granular form? Don't know how that works out but hey,looks like the bottle it is.
