How long is it possible to keep the spiral CFL lights on a seedling / in the vegging stage? And, what is the reccomended wattage for the CFL bulbs? (i plant on using 2)

you can keep them on your plant the whole veg stage...and the more watts the better but 2 100 watts should be plenty for veg
