Should I use bloom nutrients before flowering?

i'm doing an outdoor grow using fox farm and it says to start using tiger bloom at week 3 to week 12 i'm in week 12 and my plants haven't started flowering yet do i use it any way

I would start using the FoxFarm Soil Nutrient Schedule at week 3 if you have not already started using nutrients. Your plants may not start flowering yet outdoors. When you notice your plant developing white pistils I would switch to the flowering schedule.

While in the vegetative stage you may top your plants as many times as you like, just allow the plants enough vegetative time to recover and built new tops.
