Sprouting question

i germinated seeds using the paper towel method and planted one with the white tip down half inch from the top of the soil. i mixed some water and nutrients (root stabilizer 4-10-5) and fed it. it had bright sunlight for about six hours and has had a flourescent on it for 24 hours now and has not sprouted above the soil.

is this normal? how much water should i have given it when i planted it?
 
i used root stabilizer 4 % nitrogen and 10 % potassium. the grow got called off due to paranoia of the resident of where i was growing it at but i plan to start again soon.
how much water and light do seeds need when planted after germination?
 
Don't use any nute's until 12--14 days after germ.
No light is needed until the seedling breaks the surface.
Keep the soil barely moist.
The best way to germ is to plant in soil.
