Yes you can do that. You have to be sure to keep your seedlings as close to the lights as possible in order to prevent stretching and weak stems, but also far enough away that you don't burn your plants. With CFLs you can put your seedlings 3-5 inches away from the light but keep checking at first to gauge how much heat is on the leaves---if the heat doesn't burn your hand it's likely good for your seedlings too.
You also might want to gradually introduce your seedlings to the 1000w lights.
