That's how you know you can (generally) start curing. When you check them and they appear to be more moist - actually they aren't more moist, the moisture level in them has just equalized, some of the internal moisture has migrated to the outer part of the buds - just leave the lids off of your jars for a little bit and soon the outside of the buds will again be dry. Put the lids back on and the cycle will repeat. Each time a little bit more moisture will evaporate. With practice you will get a feel for how to do this slowly over time and not dry them too quick or leave them too moist in the jars that they start to "mold" or for anerobic bacteria to start producing ammonia.

A perfect dry/cure is one in which the majority of the buds' chlorophyll has broken down into things that taste GOOD and also seem to help give a better affect.

At that point they are 99% cured and you can leave the lids on and store the jars in a cool dark place.
