Updated with Video - First Timer - Help - Flickering MH/HPS Light - Won't ignite?

I have just received my first grow kit. I have set up the light kit which is a 250W ballast, reflector and a 250W MH & HPS lamp. When I should do the test run the lamp started flickering like mad and a humming noise started; a second in the ballast and then went to the lamp. I can imagine the lamp making a sound so this is not my main concern. However, how much flickering should there be at start up, if any? The gear is brand new, everything is grounded. The flickering and the humming is synced. I just alloed to to do this for 2-3 seconds.
I have never handled a ballast/MH-HPS system before, maybe im overreacting?

I also tried with the HPS lamp. It wont ignite either but makes the same sound.

Inside the socket where you screw in the bulb is a small tag...

That needs to be pulled out a little bit to make a better connection with base of bulb once its screwed in
