Oct 6, 2013 #3 Fuzzy Duck Well-Known Member Well it may mean 1 of 2 things ! Peak moisture content of soil has been reached & can not hold any more water leading to run off... Or soil is bone dry that it can not absorb water quickly enough leading to run off... So it depends on state of soil prior to watering either wet enough or to dry ! If to dry it may take a few watering to gain moisture uptake, failing that stand in a dish/tray/bowl of water to rehydrate bone dry soil.
