Hey so my plants have yellow tips...what is causing this issue? Nitrogen deficiency? Potassium deficiency? Nutrient burn? PH related?

What's your run-off PH? Looks like beginning of Magnesium deficiency. Are you using RO water?

Haven't been able to test runoff yet. Why is pH level of runoff important? I was thinking it is nutes burn but idk.
Cannabis is only able to absorb nutrients when the PH is in a certain range. If PH is too high or too low, certain nutrients begin to get "locked out" and are unable to be absorbed by the plant. Assuming your growing medium & environment is good and nutrient regime is good, when the plant is showing deficiencies, is usually related to PH.
Here's a chart that show the acceptable PH ranges for both soil (on right) and hydro (on left):
