A neon light or a fluorescent light? I've never heard of anyone using a true neon light to grow anything, I don't think the spectrum would be spread over enough important wavelengths to be very useful. The first ten days of veg I consider to be fairly important as that is when the plant is just beginning to hit its stride...if it's a fluorescent tube you actually have instead of a neon bulb how many watts is it? How long? Daylight, soft white, what color temperature is it?
