Trouble in river city. Looks like bugs to me. Most likely fungus gnats. Look underneath the leaves and in your soil. Anything flying?

Here is the back of the leafs and no there's nothing flying and its nothing under the soil

They’re hard to see. If it is them you need to treat everything at once to break there reproductive cycle, and control them.

My leaves looked like this.

You get this sorted yet?
You didn't give any info beyond the blurple pics.
But if it is bugs...
:thedoubletake:
I would get some "Safer's 3in1"(I use it, it covers all bases)
or get something labeled "insecticidal soap"
Soak the plants down, from underneath leaves too
and top of medium. Back the lights way off and turn
fans off for 30mins. Fans back on, but keep the lights
away until the stuff dries off, You want it to leave a film,
that you may not be able to see, but you don't want the
plants to burn from the wet-lighting.
Do this about once a week for 3 weeks.
Do a 3 bucket Bud Wash when you harvest.
Wipe everything down with Bleach and rinse after harvest.

I know how anxious things can be when your issue is Now!
I'm new to this place but glad to help...

Bro, I see you're new here,
you should start a Journal here,
the peeps and assistance is amazing!

I know this might seems a little much, but you need to follow this.
The way I see it, if you're gonna put in the effort to ask for help this way,
might as well start a journal and you can point people to it for help.
And an easy starting point for taking pics in Blurple light is to force the
Flash On and bring your biggest flashlight to light the spot as well as flash.

How do I treat them by just cutting the leafs off

No. The advice above about basic information is good. You might not actually have bugs.

You need to treat the soil to kill the larvae and babies. Google nematodes. I use Sciarid Fly Killer (Amazon). Insecticide for the leaves. Sticky tape for the flyers. You need to do the leaves and soil at the same time. After a couple of weeks you should have them under control. I would wash the plants when you harvest.
