Are these plants in budding cycle?

it's raining and just 10 hours light
can some one plz help?
I don't know if they're flowering or not what should I do?
I'm using 2 cfl ( 23 + 23 watt )

Is there meant to be a photo with this question? If not could you go clarify a bit more what you mean because I'm having trouble understanding. Is it that the plants are in veg but had a 10 hour light cycle instead of their usual longer day, and you're wondering if now they're going to start budding?

I would get more lights and keep the photoperiod to 10 hours.

Increasing it to 12 may cause them to hermie.

those plants were outside, the sun rise at 7 and set at 17. I think they\'re flowering but the one in the right seems to be ready for harvesting, its my first experience, can someone plz help?

should I give them 12/12 light, or let them out side knowing that light lenght is just 10 hours, and it\'s raining those days. what about feeding? I\'m lost PLZ help
