Cloning question

I have a clone that has about three or four small roots coming out of the bottom of the rock wool cube. Is it time to put the clone into the hydro setup yet and if so should I only use half of the normal amounts of nutes?

Thanks. How far from the top of the plant should I have the light. It's a 24amp led panel- its most just for seedlings.
