do plants ever not bud?

Is it possible for a female plant to just not bud??... even if the circumstances are good... just wondering if there is ever a few that just don't produce

I am pretty sure they will bud. Sometimes females will switch up and produce seeds as a last resort under bad conditions as a survival kinda thing. But I could be wrong.

Plants are genetically predisposed to flower.

Sure. Leave it on 20/4 or 18/6 indefinatly and the plant will continue to veg. and never flower. By the same token, there is no way a plant on 12/12 will NOT show signs of sex, and if female then flower.
