Falling, empty male sac? Should I wait more?

Hello, first I'll apologize for rough English.

It is my first grow, and successfully got male sacs using CS.
Sprayed CS for 3 weeks, and it is 1 week with out spraying CS.
So it is 4th week of flowering stage of Auto Northern Lights.

The problem is sacs started to fall off. So I thought it has been ready for pollen.
But when I opened some fallen sacs, it had no pollen!

Is pollen not ready yet? or is it spoiled?

The flowers from CS just don’t seem to produce very much pollen in my experience. Sometimes I get no seeds. I have also had them die off like that.
It’s quite possible they’re producing small amounts undetected though.

Last time I tried cs. It just mutated the stem and I Got no pollen either. Going to give another go this time making my own cs. Some folks here use a different form of silver, I forget what it's called. Maybe someone will chime in and as I forget,
