Help diagnosing plant problems!

So I'm new to indoor growing and growing in general, I would like some advice on a problem I am facing.
It's been 3 weeks since I planted the germinated seeds into soil, and I'm facing a rather concerning problem, my plants are starting to turn yellowish and are droopy, I've read online about symptoms and I seem to be between over watering or Nitrogen deficiency or both not too sure that's why I've posted this. Any help, tips or advice would be great.

the plant looks extrem tiny.
is the soil nuted?,which soil?.
i think its overnute soil,so young plant doenst need any nute for aprox 14 days.
a little bit overwatering too.
 
Hey, Thanks for the reply and the soil is neutered, is potting soil with coco pet, I was told by a friend who does a lot of growing that the soil was over nute and so I flushed it, I was watering twice a day witch is a big mistake.
