Help! Sick Plant!

Hey there I was wondering if someone could help me diagnose the issue with my seedling. I'm a first time grower so by no means an expert. I've noticed discoloration in my leaves (white and brown marks), I've also noticed the newest leaves are curling severely downwards. I seriously cannot figure out the issue with these, is it thrips? Over watering? Too much heat? I have them under a 600W HPS at a distance of about a meter, I water them once every 2 days with roughly 250mls of water and have them on a 20-4 light cycle.

Any info to fix these lil guy would be greatly appreciated. She's a BlueHaze feminized seed btw, about 14 days old.

The leaves with marks look like bugs. What is the soil? I would put them in fresh soil. Very mild soil for now. At that age it needs very little nutes. Not too wet on the soil. Dryer is better than wetter. 75 -80f max on temps. No higher than 75% humidity or so...Look for mites or anything on the underside of the leaves.. (may need magnification to see them)

Repot into larger pots, only water at a minimum every 7 days, get the plants some chlorine thats whats causing the blotchy chlorosis.
 
600 hps with to much water.... ease up on both is my guess. Bet the RH is tough too....
 
2 day watering sounds excessive. Only water when the pot is light and soil is dry, they like to dry out. She doesn't have many leaves and looks pretty stressed, so be very careful with your next move to avoid losing her. Once she is 100% dry, very gently pop her out of the pot and see if she is rooted good, if so, transplant and water "lightly" so that she can stretch her roots but still breathe.
