Yes and no. It depends how big the space your plant is growing in is. You have enough light for a space about 1'L x 1'W x 3'H. You want roughly 50 watts per square foot.
I'm running 12 23watt CFL's for a total of 276 watts actual and 19,200 lumens with a mix of 8/4 - 6500 K./2700 K. in veg over an area of a little more than 2 squ. feet. And will add a few more for flowering and go heavy on the 2700's.

Actually more of the smaller ones are better then a few big ones. The high watt ones get kinda hot. And with more smaller ones you can spread the light around more.
Right now as it sets I have 2 55w(200) 3 42w(150) 2 27w(100) for 2 plants. I'm hoping that will do the trick, I can add more if needed but i'll see how this works for now
