lots of dust on fan leaves help me!

i have 4 marijuana plants in the flowring stage alot of the fan leaves look to have alot of dust will this hurt my plants and what can i do to fix

Are you sure it's dust and not powdery mildew?

now that i am looking at it it might be if it is what should i do i am alredy in 3rd week of flowering is it still safe to smoke if i cut it now

Why the hell would you cut at three weeks? I've used 1 part milk to 10 parts water per week in my vegetable garden to control the mildew. Also, some people use soapy water and spray it on the buds and everything. It won't hurt them. I've never had to spray my buds down, so you might want to look around and do some independent research.
