I would suggest that you get one good light of at least 200w draw from the wall.
That will cost about $130 for about the cheapest LED blurple.
Buy a single 7 gallon fabric pot fill it with Fox Farms or similar soil and add a couple handfuls of biochar for aeration.
I'd get some Feminised seeds so you dont get another rude awakening and waste weeks.
And water her good, you can't really overwater in a fabric pot if your soil has proper aeration.
I also wouldn't try to grow in a 3' tall space.
