Trimming and topping

I’m a little bit confused as to when a plant is considered to be flowering, I’m growing outdoors, and one of my plants (10 weeks from seed) is showing pre flowers with little white pistols coming out.
Can I still top this plant, or is it considered to be flowering?
Also, when growing outdoors is topping beneficial, as well as the super cropping technique.
I just trimmed out all my inner foliage and removed the lower suckers and tiny chutes to promote more top growth, I removed everything below the third node on every branch, is this correct?

i wouldn't top if the plant that is flowering. Let it ride.
trainings allows you to have a control of how tall your plant gets as well as branch developments.

Hard to really see but to me they do not look like they have done final stretch. Depending the area you are flowering here in Colorado starts around early to mid august. I would top the one tall one if I was growing here. Pre flowers with little white pistols happen with plants age as well. Most can start that around week eight in veg. You might want to try and google what time does cannabis plants start to flower in your area.

It is still vegging and if you are in the states then yes.
