when is a good time to change containers? I have little 1inch plants that are in 1 and a 1/2inch deep by 1inch wide of soil. What height would be a good time change containers?

Repot at any time. I usually transplant my seedlings to the bigger pots when they are about 2" tall.

i just want to be sure that since they are in fairly small pots of soil right now that they wont be stunted or harmed in any way?

I can't see how they would be stunted or harmed by repotting in a good medium. You are actually helping your plant by doing this, and it will reward you with vigorous growth.
