When to start flowering?

We have 26 plants on the go. We planted them from seed on Sept 25th. Most of them are 4-6 inches high except for a few. Is it too early to start them flowering in bigger pots? The higher ones seem to be bending over which is why I would like to transplant them to their final homes. We don't want huge monsters this time. We would like them to only be 3 feet high when completed and not the 6 feet they were the last time.

You can start flowering whenever you want too.

Ok, so its a good time to start or should they be higher and stronger? I guess that's what I really meant. The last time we grew them for 4 weeks, they were 18 inches high and became huge trees. That is not what we want so at 4-6 inches now can we start to flower without doing damage to them or do you think they should be a little bigger?
