When will they fill out?

This plant has been flowering for about three weeks now still no colas when will her buds fill out?

Cannabis usually starts showing flowers after two or 3 weeks so you should have little hairy nugs for tops right now. Week for through 7 they start filling in... they will start looking like colas soon.., Best of luck...

Waiting sucks...I know! I am just finishing up week 6 in flower and it wasn't till just recently that I feel like they are really filling in. You can check out my journal, lots of pics so you can see the weekly progression.
It also depends on strain as to how long they take and bud stucture.
