When a seed company states 7 to 9 weeks for the flowering time, is that the time after you put them into flowering stage?

The answers you’re going to get will vary by opinion. But the one that pops up the most is add a week or two to the breeders time frame from flip to 12/12.
It's a random number the get from a dart board or roulette table 
Honestly it's not a true time frame
But is a starting point
Flip to me is when I change to 12/12, some calculate, as mentioned, when hairs show, but what about pre flowers in veg then...lol...is it in flower...lol
