...but when a seed company says, for example, 9 weeks to finish flowering, is that the total time it takes from seed to harvest or are they saying 9 weeks to flower as in 9 weeks after veg?

yep, they are full on vegging at this point... and I would say it takes at least 7-9 weeks to develop most buds, a good many stop at 8. I think you have 9 weeks left if they are just now starting to bloom.So this pic is almost a week old but here they are
from my experience it doesnt just mean the time since you "switch" to flower... it takes 7-10 days for a plant to flip from veg to flower, and that time of bloom, starts then.
