When should i start to flower my plants are nine inches so when should i start to flower

Depends on how much head room you have. Your plants will get at least twice as large as they are now and probably a bit more. Small plants also decrease yield. The bigger the plants, the more and bigger bud they can hold.
I wait for mine to get between 12-16" but the key sign is when the leaves are alternating (not right across from each other). That is the sure sign of a mature plant that is ready to flower at will.
