I only spent a short time working with cfls but I had some good growth from them and can offer a couple of tips i had that were cheap and successful.
Those cfls are more efficient on their side than up and down. I found for a 46w CFL a 'king can' of beer with the top cut out and sliced down the middle and thoroughly washed will make a free and decent reflector for cfls to keep the light where you want it.
A fan blowing directly across your cfls is a good thing. If they're clos enough to the plants (6 to 8 inches recommended) the breeze will also hit the canopy and your dancing plants will get some strong legs.
You need an exhaust fan near the top of your cabinet and a way to get fresh air into it.
Your soil looks too moist if you want to tend to your plant often and like to visit I suggest a perlite hempy bucket to grow in.
Hope you some more luck those plants look overheated and over watered
