Most all the time, it is a PH issue. I've learned this over the years of growing and being people's plant dr.
Water with 200 or so PPM and 6.0 PH, then check the run-off. Did you put lime in the soil or does it have it already?
If the run-off ppms are much higher than 200ppm, like 1000, then salt build up. Salt build up should also make your run-ff ph lower.
