Hi my plant

Hi my plant is in the last two weeks of budding and the buds are tiny lots of white hairs smells great but the hits are turning brown and no sign of big buds or even med size buds barley buds but lots of spots and whit hairs not sure what's wrong is it to late now?Thanks.
