You could get away with mars 300 lights singles . What size tent ?

I use the air pumps for aquariums from Walmart. They work fine for 1 or 2 plants. I bought a cheap led from Amazon but if you go that route look into the actual wattage not what the cheap led companies claim it to be.

The answer to both your questions is:
As big as you can afford...
Dont cheap out on the air pump or the stone.
Dont underestimate the importance of oxygenating that water.

50 watts per ft² has been drilled into my head from the beginning. I use about 54 per ft² in my current setup.
A cheap mars300 works great for veg, but I would probably use two for flowering even just one plant. If heat is not an issue I might suggest a 600watt hps with dimmable ballast so if you choose to expand your grow later, increased light intensity is a switch away.
