Nice plants im not experienced with FoxFarm soil but Id definitely start feeding 25% to 50% of recommend nutes to get things started.

You just transplanted into fresh FFOF.
Which is generally regarded as fairly rich soil.
The nutrients should be there in abundance at this point for such a small plant.
I would water the hell out it with aloe vera, yucca and mycorrhazae inoculate.
The nutrients are there but plant needs to be able to access them.
Foliar spray with just a mix of aloe vera and water.
That will trigger exudates in the roots.
The saponins will help nutrient and water uptake by the roots.
The mycorrhazae will help the plant use the nutrients in the soil.

If these plants are autoflowers then I would just yank them out and start over because they're stunted and wont do anything.
There are a number of things that can stunt plants, and these are definitely stunted.
At 4 weeks they should be about 10x that size.
