Officers responding to a 9-1-1 hang-up Tuesday found evidence of drug manufacturing that they determined had been planted, in a flowerpot.

A dispatcher from the Cumberland County Communications Center told officers someone had called from 1901 North High Street, apartment 17, but that they did not hear anything on the other end of the line.

Three officers arrived at the apartment and were speaking to the resident, Alcides Montalvo, 56, inside. One of them noticed a green, leafy plant in between the door and the couch, which he was able to identify as marijuana.

One of the other officers said the man had admitted to growing and possessing the plant.

Another officer saw a hand-rolled cigarette on the living room table. There was green, leafy vegetation in the cigarette determined to be marijuana, which in street parlance would classify it as a joint.

Mr. Montalvo said several times he knew it was illegal to smoke and grow the marijuana, but that he could not wait for the law to be passed that will legalize it.

Officers arrested Montalvo and charged him with two counts of possession of a controlled dangerous substance and fourth-degree manufacturing of a controlled dangerous substance.

Officers responding to a 9-1-1 hang-up Tuesday found evidence of drug manufacturing that they determined had been planted, in a flowerpot: Legal expediency of classifying a plant as a drug, and its cultivation as "manufacturing". Still think that legalization-medicalization of pot is fair for all?
