Fla. -- Bill Sheppard, who grew from an upstart lawyer fighting injustice to one of Jacksonville's highest-profile attorneys, was detained by police officers Monday while he was parked in a neighborhood that officers regularly check for prostitution and drug activity.

According to the Jacksonville Sheriff's Office report, an officer drove past Sheppard's Volvo station wagon on Franklin Street and suspected the driver was involved in sexual activity. The officer approached and said Sheppard was initially resistant to get out of the car.

The report said that when Sheppard did get out, he was handcuffed and gave police verbal permission to search the car. The officer reported finding two marijuana cigarettes in the center console and a prescription bottle of Viagra in the glove compartment.

The officer reported Sheppard identified himself as a lawyer and began shouting in an attempt to intimate him. When told he was being questioned for suspicion of lewd activity, he said the woman in the car, Sara Flynn, worked for him and they were discussing a case.

"Subject Sheppard was asked why his assistant was on his lap in a desolate area despite having an office less than two miles away, Subject Sheppard stammered and eventually stated that Subject Flynn was giving him a back rub," the officer wrote in the report.

When asked about the marijuana cigarettes, he said they "probably belong to my kids, they had the car last night," the report says.

Sheppard was issued a notice to appear on a two misdemeanors -- possession less than 20 grams of marijuana charge and resisting arrest without violence -- and a verbal warning for suspicious activity.
