Is it ok to veg my plants under a couple of cfl bulbs?
Will they grow as fast as they would under high powered lighting?

Yes, the strength and the quality of the light has a lot to do with the speed that our plants grow during all stages, veg included. They just don't need quite as much light during veg as they do while in full bloom.
These plants will adapt to any reasonable accommodations they find themselves in. If 2 cfls is what they find, they will do accordingly. It just wont be as fast or as robust as if they were under 400w of full spectrum light.
