What pest damaged these leaves?

Hi 420 , the lower leaves of plants have this white bite like things , what likely pest is this ?

Looks like thrips, check underside of leaves. They look like tiny pieces of rice.

what is effective to killing them ?

There's a whole plethora of treatments from sprays, systemic and sticky traps. If they are early in veg I'd hit them a couple times with some neem and get some yellow colored sticky traps n put 1 under each plant. SNS 209 is also a great product that works.

I have something called : thiamethoxam , which is systemic , surly it will kill any pest , If I don't let it drip to soil and cover soil with plastic and spray leaves , what do you think , I have no access to sns 209 , but can spray with neem

I have no experience with that product. I can't say if it harmful to your health, research it before using. Systemic products are meant for putting in the soil, picked up by the plant and make the plant taste bad or toxic so make sure before using
