my grow started with a repotting at week 3 because of saturation.
i’m 2 weeks in flower and
My soil meter reads moist to wet. Should i wait til moist/dry before watering and when do you water rather than water/feed?
seems she’s not drinking a gallon in a month so not sure how many nutes are being used.

Easy way

Let it dry out, lift it, gauge the weight
Water till 10-20% runoff, I did less usually, but good starting point
Lift it again, gauge the weight again

You should definitely let her medium dry out a bit before watering again. If you keep your medium to moist you will end up with root rot!!
