I wanna say no but there is so much wrong I don't know that you are going to be able to get them to rebound.
I would go at least one more week and give it a double dose of sugar additive right away.
At the size and shape of those buds the leaves should not be wasting away and at the same time they are showing so much Nitrogen toxicity... It is really a shame but the thing is you have over done the nutes such that the plant shut down and is wasting away early.
You could try a flush and see if you can get them restarted... but I think this one is in the books.
If it were me I would flush it, throw in some enzyme and bacteria and sugars and let that go one more week and then re-evaluate the situation.
