To make Vodka, you would need to build a distiller. It is a bit more complex. The max amount of alcohol you can get with brewing is 20%, and that is with using turbo yeast. The reason why is that yeast can only live in so much alcohol before dying out. Brewers yeast dies at 13-14% alcohol content, so that is the most powerful you can produce with that. Turbos get to 20. Champaigne yeast can get to 17 and 20.

To get higher alcohol, you must distill it. Distilling to my knowledge is not legal, both federal and state office, but tons do it anyway.
