Not to step on anyone's toes here but as young as the plants are and not yet flowering I believe it is pH lockout in the soil. Get a digital soil ph tester and check that. If your pH is low read my tread called " foxfarm soil and pH" this could be the problem as I've seen the exact same thing multiple times
