Need help on my seeding

My seeds been in a cup for almost 5 days and there in a bin with a lid on it and nothing popped up am I doing it wrong they are in a rent with 1 T-5 fluorescent light 2ft 8bulb and it sits a littli over an inch from the top of the lid anything would be helpful thanks SMOKE FREE

Are you watering the seedling? I'm not really sure that anything sounds wrong right now. Maybe your seed is just a late bloomer - sometimes that happen. Maybe if nothing happens in a few days, check back in with more details to see if something else can be done.
