Regarding the original question.
The cheapest solution is 100 or 150 watt equivalent (14-18W actual) LED bulbs from Philips or GE. They are about $7 each and put out almost 1800 lumens per per bulb. Plus you can build a cheap array of them (12 bulbs = 168 watts) for under $100. I use them with a Vero 29 COB and build awesome 24x24 panels for around $175.
The best part is you can use 5000k bulbs for veg and 2700-3500 (range) bulbs for bloom.
I built 4 panels with 48 bulbs and 4 cobs for the price of a 300w Mars II that covers almost 40 sq. ft. of light spread.
Here's the COB LED bulbs with the domes cut off.

I have to give it some time but I notice some yellow spots on the bottom leaf

Those are the primary (single blade) and secondary (3 blade) leaves. This is normal. They are dying and falling like they're supposed to.

Love barneys i am doing a kush winter vanilla and critical so of course barney's is my breeder always. Only other one i like is delicious and dr krippling. But i haven't tried dinafem yet but want to next run. Not a fan of world of seeds. Got a lot of weird budsites on my plant from them.
 
Ya not happy with WS either. I grew the Dr. G outdoors from Barney's and it came out an amazing red brown colour with hundreds of little 1 inch tear drop buds. Amazing. It was so strong I couldn't even smoke it. Super intense face fuzz. Tingles everywhere. It's a pure sativa that makes you want to go build things. Definitely a daytime high.

I'll keep that in mind I got my self a mars 2 hydro 700 for now
 
That's a pretty good panel. I bough the older Mars II used but kept having to replace diodes here and there. Eventually one of the banks went and I had to replace a driver. Hopefully they corrected the flaws of their older models.

I belive I got the new model because I have the option of veg and bloom mode and I don't have to have one on for the other to work

I read that having bark and"thick"soil was bad for the root stage and sure enough I had to transplant from that type of soil to a perlite seed starter and it sprouted fiercely after the transplant showing it's male parts...something to look at possibly...
