Please look at these leaves - Advice & are these barnacles?

Im at my wits end lately with constantly having issues. I need some advice on these pictures please.

First are these barnacles or just normal plant stalks?

What is this appearing on my leaves? This morning I see a bright white spot. The past few days I've been having issues with leaves having this transparent dead spots appearing. I wasnt sure if this was spidermite damage or leaf hopper damage. Im still lost on it.

Then this morning I also find a couple of these tiny beetle looking things. I haven't tried to google what these might be yet.

These 2 girls are about 40+ days into flowering & its been a long year grown outdoors. I dont want to watch them die before its harvest time. Ive been using garden safe insecticidal spray soap & garlic,onion & red pepper mix thus far.

The white spot looks like a liquid droplet magnified the light and bleached the leaf.

The stalks look fine to me, barnacles are larger and spread out more around the stems.

I don't know what that little black bug is. Maybe try spraying with neem oil once a week to help deter them?

Thanks masonman. Today I got some spinosad based spray. Used it then came back a few hours later. Found several dead clear/light green worms had died & fell off. I think they were doing some leaf damage. I looked really hard & didn't see anymore of the black beetle looking bugs.
I'm glad those aren't barnacles. There is way too many of them if they were.
