Seedlings when do i turn on a oscillating fan?

i have just started some seeds in root riot cubes how long do i wait until i turn on a oscillating fan??

Have they sprouted yet? If they have, I start putting the fan on them right way, but at low low speed. Or place the fan further away from them. All they need is a gentle breeze. ;-)
