One more EC question

Hey there good smart people

For an example, i look up the recommended EC levels for let's say peppers - between 2-3 EC or 1400-2100 PPM.
My tap water EC is extremely high, around 1.1 EC.

My question is - are the recommended EC values of different grows based on reverse osmosis water?
And if so - how can i fertilize without reaching a very high EC, if my base water starts from 1.1 EC? Not much of a margin for nutes

Subtract your tap water ec (base) from the total. If your base is 1.1 and you want an ec of 2. Then your meter will read 3.1.
