The potential for some bleaching or light burn to occur does exist but is greatly reduced if they are not under a really powerful light.

It depends on the proximity of the seedlings to the light as well as the intensity of the light. I've never had problems occasionally misting my plants while lights are on but I'm using CFLs and they don't harm my plants unless they are actually touching the CFL bulb. I've heard that it is more of a problem with HID lights and care needs to be taken when misting plants under them.

no but if they do not dry fast they can get fungus or mold which can kill a young plant in a few hours
