I don't know what's wrong

So I started my seeds a few weeks back and got some clones on the clones I used mycho on the clones for transplant about a week ago and sprinkled some on top of the seed starts then havnt used any since and a few days ago I used fish fertilizer to give them a little food but I think I used too much I noticed today that I've got fungai/mold on top and my plants are drooping bad not sure how or what to do to fix them I havnt watered today or yesterday just incase I over watered

Uhm, Myco is a fungus, and you are supposed to mix it into the soil before planting I believe, or place it near/under where the plant will grow into, so the fungus and the plant can work together.
Also, guessing about whether they are overwatered or not is probably going to get you into trouble, if not now, definitely later, here is a link to @Emilya 's How to Water a Potted Plant article, I think it will be helpful for you.
